1. RATIONALE

    Pursuant to RA 9418 Section 9.f which mandates the Philippine National Volunteer Service Coordinating Agency (PNVSCA) to undertake advocacy for the promotion and recognition of volunteerism as a tool for development, the Agency conducts advocacy activities that enjoin various groups of stakeholders to participate in volunteering initiatives.

    This year, the Spoken Poetry Contest was identified as one of the advocacy activities that shall heighten awareness and understanding of the public on the significance of volunteerism. The Contest also aims to promote performance arts and the creativity of the Filipino youth in expressing their thoughts and ideas.

    Spoken poetry is a performance art that is word based. It is a writing that is meant to be spoken or delivered with emotions to an audience. It is an oral art that focuses on the aesthetics of word play, rhythm, and provisions, rhyme, intonation and voice inflection. It is a growing trend on social media nowadays, which serves as a platform to advocate different causes. Thus, the contest is timely and will help PNVSCA engage more people to participate in our advocacy through a different format.

  2. OBJECTIVES

    1. To promote volunteerism through creative means in this time of the pandemic and spark hope among the general public.
    2. To encourage participation of the public in volunteerism activities through contemporary/performance arts.
    3. To recognize or highlight the inspiring contributions of volunteers especially in this time of the pandemic.
    4. To raise awareness and appreciation of performance art as a creative expression of one’s self.

  3. THEME

    The theme of the contest is “Magboluntaryo Ngayon: Buhayin ang Pag-asa, Lumikha ng mga Solusyon, at Tumugon sa mga Hamon ng Pandemya.” (“Volunteer Now: Spark Hope, Create Solutions, and Respond to Pandemic Challenges”). The theme is aligned with the current pandemic situation we are facing, encouraging people to be part of the fight against COVID-19 pandemic through volunteerism.

  4. MECHANICS

    1. Eligibility

      The contest is open to Filipinos aged 13 years old and above.

      Officials and employees of PNVSCA and NEDA and their relatives up to the second degree of affinity or consanguinity are not eligible to join the contest.

    2. Submission of entries:

      The participant must submit to PNVSCA the following:

      1. A recorded video delivering the piece together with a Word and PDF file of the composition at patsd@pnvsca.gov.ph with title: Spoken Poetry Contest_ in the subject line. Entries may also be submitted with the same title by courier to the following address:

        Specification of Entries

        1. The spoken poetry must be an original composition and should not have been submitted to any other contests.

        2. The piece, composed in Filipino or other local languages (if written in other local languages, a translation in English or Filipino must also be submitted), must be related to the theme “Magboluntaryo Ngayon: Buhayin ang Pag-asa, Lumikha ng mga Solusyon, at Tumugon sa mga Hamon ng Pandemya.” (“Volunteer Now: Spark Hope, Create Solutions, and Respond to Pandemic Challenges.”)

        3. Each piece must be delivered/performed from memory within a maximum of 3.5 minutes. PNVSCA and judges have the means to determine if the participant/performer is delivering by memory or not.

        4. The contestant must wear an attire appropriate to his/her spoken piece or may wear his/her traditional costume.

        5. Sounds, instrumental or musical background are allowed to complement the delivery. No deduction shall be made if the contestant opts not to have a musical background.

        6. PNVSCA promotes inclusivity and equality and welcomes entries from individuals regardless of sex, age, religion, race or ethnicity, ability, language and sexual orientation or gender identity.

      2. Accomplished entry form and consent form (for participants below 18 years old), which are both available for download from PNVSCA website (www.pnvsca.gov.ph) and facebook page (www.facebook.com/PNVSCA).

        1. Submission of entries shall be from September 15, 2021 to October 15, 2021. If necessary, PNVSCA reserves the right to extend the deadline of the contest.

        2. All entries will be acknowledged upon receipt.

        3. All submitted entries shall be the property of PNVSCA and may be used by the Agency in its advocacy activities without compensation but with due credit to the participant.

  5. JUDGING AND SELECTION OF WINNERS

    1. Screening and Selection of Regional Winners

      1. All entries shall be pre-screened by PNVSCA to ensure compliance to the mechanics. PNVSCA has the right to validate the originality of all entries and information about the participant. Entries that do not comply with the specifications and entry requirements shall be disqualified.

      2. PNVSCA shall post all the qualified entries in its Facebook, Youtube and Linked In accounts to determine the regional winners. The entry with the highest number of likes shall be declared as the winner and shall qualify for the national level contest.

      3. The Regional winners will be notified by PNVSCA via sms and email and shall also be announced on PNVSCA website and social media accounts.

      4. PNVSCA shall select three members of the Board of Judges to rate all the regional winners according to the set criteria. The rating at this stage shall comprise 50 percent of the overall rating.

    2. Selection of National/Overall Winners

      1. The regional winners shall be informed of the date and time for the national competition which shall be done live. The contestants are expected to log-in 30 minutes before the actual competition for the briefing.

      2. The contestants shall be rated according to the set criteria.

      3. The top 3 winners shall be determined by getting the average of the contestant’s score in the regional and national live competitions.

  6. CRITERIA

    The entries will be judged according to the following criteria:

    1. Content – 30%
      • The content of the spoken piece is relevant and related to the theme “Magboluntaryo Ngayon: Buhayin ang Pag-asa, Lumikha ng mga Solusyon, at Tumugon sa mga Hamon ng Pandemya.” (“Volunteer Now: Spark Hope, Create Solutions, and Respond to Pandemic Challenges.”)
      • The piece shall have a powerful and meaningful message to the audience.

    2. Delivery and Performance – 30%
      • The spoken piece is delivered from the heart.
      • Facial expressions, hand and body gestures emphasize the different elements of the performance.
      • Voice projection, confidence and conviction, modulation, compelling and fluent phrasing.
      • Audience attention and interest are captured and sustained throughout the delivery.
      • Words are pronounced distinctly and correctly; no stuttering or stammering. Intonation sounds natural.
      • The piece is effectively recited from memory.
      • Freestyle or improvising is spontaneous even if a word or line is forgotten.

    3. Originality – 40%
      • Must be originally composed or written by the participant.

  7. AWARDS AND PRIZES

    1. The winners will receive a Certificate of Recognition and the following cash prizes:
      1. 1st Prize Php 30,000.00*
      2. 2nd Prize Php 20,000.00*
      3. 3rd Prize Php 10,000.00
      4. Consolation – Fourteen (14)
      Shortlisted Entries (1 Per Region
      excluding the top 3)
      Php 4,000.00 each
      5. Audience Choice Award Php 20,000.00*

      *Cash prize is subject to 20% tax.

      An Audience Choice Award will be given to the entry/video with the most number of likes (as posted on PNVSCA social media until November 30, 2021). In addition, uploading the video entries will ensure that they were not stolen or have not been used for any other purpose. – the audience choice will be selected among the regional winners only. (Note: For every regional winner, there will be two videos – his/her original video and the video taken during the live competition.)

      Winners may also be invited to perform during the Awarding Ceremony (same day as the SOCV Awarding) or in PNVSCA activities as part of the National Volunteer Month (NVM) celebration.

    2. Participants of all qualified entries will receive a Certificate of Appreciation.

  8. PUBLICITY

    PNVSCA will promote the Spoken Poetry Contest through letters, emails and announcements in different media platforms. PNVSCA will also seek the usual support and assistance of the National Volunteer Month Steering Committee (NVM-SC), NEDA Regional Offices and other partners in the promotion of the said activity.
