Ilocos Norte Governor Matthew J. Marcos Manotoc extends heartfelt gratitude to the Philippine National Volunteer Service Coordinating Agency (PNVSCA) for organizing the Provincial Development Forum: Volunteerism as a Development Strategy in Focus which was held in Laoag City on 13 June 2023.

In his Welcome Message, Governor Manotoc expressed his unwavering support for volunteerism in the province and recognizes the remarkable efforts of volunteers and their invaluable contributions to the communities.

The Governor also emphasized that volunteerism serves as a beacon of hope and a catalyst for positive change and highlighted the selflessness, compassion, and service embodied by volunteers, which are essential in forging strong and resilient communities in Ilocos Norte.
