The Philippine National Volunteer Service Coordinating Agency (PNVSCA) organized an online meeting with the Civil Service Commission (CSC) SSS / DILG Field Office Director II Evelyn Enriquez-Viernes and Sr. Human Resource Officer Daisy Santos to discuss opportunities, assessment procedures and other matters about the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) on May 31, 2021.

In his opening statement, PNVSCA Executive Director (ED) Donald James D. Gawe said that although PNVSCA is a small agency, the organization aims to foster better compliance to national rules and regulations and make it an integral part of improving its HR system. With the assistance of CSC, the goal will definitely be attainable.” Moreover, the Executive Director expressed his utmost commitment in supporting the agency’s compliance with the rules and requirements set by CSC and allowing the PNVSCA Human Resource Management Unit to take the lead in accomplishing the requirements in preparation for the assessment. He also cited that in 2019, PNVSCA was recognized for obtaining Maturity Level II of the Enhanced PRIME-HRM in Recruitment, Selection and Placement (RSP).

Dir. Viernes in response to ED Gawe, commended the PNVSCA for being compliant to the CSC rules and regulations on matters concerning appointment. She also said that “Since one (1) PRIME-HRM pillar has been recognized for Maturity Level II, the other three (3) pillars will be subjected to onsite assessment to be conducted by directors from other CSC Field Offices. Once CSC finds proper documentation and processes within the agency, it will be forwarded to the CSC Central office for recommendation of certification or bronze award”. Likewise, she expressed her willingness to assist the agency throughout its PRIME-HRM journey.

ED Gawe ended the meeting by expressing his gratitude to Dir. Viernes and Ms. Santos for the opportunity to discuss the PRIME-HRM matters and the agency’s objective of transforming the HR management system towards building a culture of excellence.
