Agency Profile

          The Philippine National Volunteer Service Coordinating Agency (PNVSCA) is the government agency mandated to promote and coordinate volunteer programs and services in the Philippines.

It was created as a committee in 1964 to concretize the Philippine Government's   commitment to the agreement reached during the International Middle Level Manpower Conference held in Puerto Rico in 1962 adopting volunteerism as a tool for socio-economic development.

It became an office in 1973 and then an Agency on 12 December 1980 through Executive Order No. 635. PNVSCA is under the administrative supervision of the National Economic and Development Authority (NEDA).

PNVSCA closely works with other government agencies, non-government organizations, the academe, the corporate group, the media and other partners in converging and linking the different volunteering efforts and resources so that they are aligned with national priorities and assist especially the marginalized sectors and communities.  PNVSCA takes the lead in advocating and recognizing the contributions of volunteers to nation-building and international cooperation.

 PNVSCA is a volunteer service Agency.
We promote and enhance the value of volunteerism
as a tool for development.
And as an advocate, we champion
volunteers that imbues the bayanihan spirit
in individuals, groups and communities.

 PNVSCA is a development coordinating agency.
We ensure the effective transfer of technologies to
deserving institutions and community-based organizations
for socio-economic upliftment as we realize the value of
appropriate technical assistance to those in need.

PNVSCA is people and culture sensitive.
We respect and uphold volunteerism in whatever form
for we encourage and promote
voluntary service as a way of life.

empowering individuals, groups, families and communities
for self-sufficiency and self-governing development.

 We forge dynamic partnerships with government and
community-based organizations to attain unity of
purpose through concerted effort and commitment.

 We build staff and volunteer capabilities and optimally
utilize their services to meet the needs of our stakeholders.
In playing this role, we adhere to the highest standards of
integrity, dedication and competence.

 To realize our MISSION, we will be vigilant, innovative
and responsive to the exigencies of volunteer service and
the emerging demands of development.
