24 April 2015 PNVSCA, NEDA confer awards to 2014 SOV regional winners

Recognizing the significant contributions of volunteers and volunteer groups in the regions, the Philippine National Service Coordinating Agency (PNVSCA) and the National Economic and Development Authority (NEDA) Regional Offices conducted the awarding of the regional winners of the 2014 Search for Outstanding Volunteers (SOV).

Citing a report from NEDA Region III Director Severino Santos, the Regional Office conferred the award to Mr. Melville A. Mañiego (Adult category) during the 6th Full Council Meeting of the 14th Regional Council III at the NEDA Regional Office in San Fernando City, Pampanga on 30 January 2015.

Maniego is currently a full-time volunteer of Gawad Kalinga (GK) and part of the management team of GK Bulacan, working in 15 municipalities with 27 GK communities.

Empowering the families living in GK areas, Maniego implements the GK projects such as SIBOL, SAGIP, Bayan Anihan, and Community Infrastructure programs. He works closely with community members and finds joy in training students and youth in GK areas to become volunteers.
In Region II, the NEDA Regional Office led by RD Maryanne Darauay also recognized Ms. Elgin C. Rafanan (Adult Category) at the 106th Regular Business Meeting of the Regional Development Council 2 held in Santiago City, Isabela on 26 March 2015.

One of Isabela’s outstanding Barangay Health Worker, Rafanan is the president of the Municipal Federation of Barangay Health Workers and Secretary of the Provincial Federation of Barangay Health Workers. An active volunteer in various community programs ranging from literacy to entrepreneurial activities, Rafanan has shared her life for the greater good of others. Her accomplishments were also recognized by the province when she was hailed as the Most Oustanding Citizen of San Mateo, Isabela for Humanitarian Service in 2008 and as an Ulirang Ina Awardee in 2012.


The Bicol Region has also conferred the SOV awards to the Ateneo Sarong Bangui Junior Eagles Club and the Social Action Center – Diocese of Legaspi as regional winners under the Non-Profit Organization category. NEDA Region V Director Agnes Espinas and PNVSCA Executive Director Joselito De Vera presented the awards during the Regional Local Partner Institutions and Volunteers Sharing Session held in Legazpi City last 23 April 2015.

The Ateneo Sarong Bangui was recognized as an outstanding volunteer group that mobilized its roster of student-volunteers for the implementation of sustainable community-oriented programs on environment, shelter and sanitation, and education in Naga City. The group also implemented creative strategies in promoting tourism and eco-waste management.


The Social Action Center served as the frontline of the social and development work of the Diocese of Legazpi. SAC Legaspi has translated into action the Church’s greater involvement in community work and social concerns in Albay with its Child Abuse Prevention and Intervention Unit and sustainable disaster management programs that have already been emulated by the Archdiocese of Davao and Diocese of Masbate.

For the National Capital Region, the SOV Regional Search Committee also held a simple awarding ceremony to recognize Ramon D. Morales (Adult category) at the PNVSCA on 15 April 2015. Members of the NCR Search Committee chaired by Director Anna Liza Bonagua of the Department of the Interior and Local Government (DILG) were present.

The 50-year old Councilor of the 3rd District of Manila is a valiant fire captain of the Arranque Volunteer Fire Brigade. At an early age of 12, Morales already showed eagerness to help and save other people’s lives through fire-fighting, which has also been his father’s legacy to him.

Sharing his zeal in volunteer work, Morales conducts massive training to volunteers to equip them with first aid and fire-fighting skills in preparation for disasters and calamities. Morales also buys second-hand trucks and refurbishes them to become fire trucks, which he donates to Local Government Units. His fire brigade serves as a back-up partner of the DILG during celebratory activities in Manila such as Undas, Nazareno feast days, and other festivities.

“Masayang tumulong sa kapwa at naniniwala po ako na instrumento ako at instrumento tayong lahat ng Diyos sa pagtulong sa mga nangangailangan lalo na kapag buhay ang kailangang pag-ingatan,” Morales shared during the awarding ceremony.

The Search for Outstanding Volunteers is the centerpiece event in celebration of the National Volunteer Month every December. The annual activity aims to recognize the exemplary performance and dedication to services of Filipino volunteers across the nation in building strong communities and empowering lives. It also serves as a platform for promoting and nurturing volunteerism as a time-enduring tradition and a significant component of the Filipino way of life.

This year, the PNVSCA again opens the Search to individuals and organizations currently providing volunteer assistance in the Philippines. Nominations are now accepted for the following categories: (1) National Outstanding Volunteer Award: (a) Individual: Youth and Adult, (b) Organization: Not-for Profit and Corporate; and (2) Volunteer Lifetime Achievement Award: (a) Individual and (b) organization.

The Special Citation award is also conferred to outstanding volunteers and volunteer organizations who do not qualify under the regular SOV categories but which are deemed equally meritorious in accomplishment.

Nominations are accepted from 1 April until 30 June 2015.
